John D. Graham was administrator of the Office of Information and Regulatory Affairs at the Office of Management and Budget. He now serves as Dean of the Indiana University School of Public and Environmental Affairs. He gave this lecture before the Heritage Foundation on October 20, 2003. It is reprinted with permission.

Mwangi S. Kimenyi is Senior Fellow and Director of the Africa Growth Initiative in the Global Economy and Development program of The Brookings Institution in Washington, D.C.. He sevred as executive director of the Kenya Institute for Public Policy Research and Analysis.

Esther Mwangi is a consultant with the Environmental Services Theme of the World Agroforestry Center based in Nairobi, Kenya.

Brian C. Gothberg is completing his master’s degree in economics at California State University, Hayward.

Hertha L. Lund practices law in Bozeman, Montana, where she represents landowners and water rights holders in transactions and litigation. Lund has been involved in numerous, completed water policy and litigation issues in the state of Washington and in other western states.
