PERC has produced four guides for state legislators to help them better understand how local control and market incentives can be used to protect the environment and quality of life. These booklets, listed below, were written by PERC associates and researchers under the direction of Matthew Brown and produced by Dianna Rienhart. They are available from PERC in hardcopy as well as on this web site as PDFs. To read the PDFs you will need Adobe Acrobat Reader, which can be dowloaded from the Adobe site for free.
